The Rocket: All Aboard Partnership was established in 2021 as a collaborative initiative bringing together organisations across culture, heritage, transport, local government, museums and the community sector.

A scoping process completed in July 2023 by external consultants Andrea Nixon and Andrew Evans brought together research, community consultation led by Metal Liverpool and Manchester Histories, and creative input from the Liverpool City Region. The process explored the need and opportunities for the project, demonstrating strong cross-sector support and placing community voices at the heart of the programme’s development.

This work has since helped shape a public programme, including a year-long series of activities and three large-scale events marking this once-in-a-lifetime opportunity.

The programme is supported by partners along the line and funding from the The National Lottery Heritage Fund (2024–2027), thanks to National Lottery players.

In 2024, Professor Paul Salveson, writer, academic and pioneer of the UK’s community rail movement, was appointed Chair, alongside Jessica Bowles, Director of Strategic Partnerships and Impact at Bruntwood as Vice Chair.

Rocket: All Aboard is designed as an inclusive, people-led initiative connecting places along the route through heritage, cultural activity and skills development. The partnership operates through a clear and collaborative governance structure.
